The statistics from the National Police Agency showed, that twelve-percent of the victims of stalking/harassment are males, showing that there are, also, some males who were, troubled. The female grad student, Yang in 2023, was dropped by her advising professor, to maintain contact with him, she’d written an email to him stating, “I don’t care about anything else other than you”, repeatedly called his office, and had become provocative and written the message “I think I’m not getting along with my advising professor because of you, I want to talk with you, to explain things better”, to the professor’s wife.
The professor knew that Yang would search for him on campus, didn’t dare to go into his office, and switched all his lectures to online, he’d even gotten diagnosed with depression, lost his motivation for work. His wife, because her husband was cyber hunted by the female student, was called by Yang, “too brutal and heartless in your behaviors”, the female student cussed at her in the letter she’d received, and it was unasked for.

The Tainan District Court found, that Yang disregarded her professor’s will, continued harassing him and his wife, and doesn’t believe she did anything wrong, sentenced Yang to three months in prison on breaking the anti-stalking laws, she could pay the fees without serving any time.
The woman who was broken up with her boyfriend in Keelung had repeatedly gone to the man’s place of work, his residence, to beg him to get back together, but he didn’t want to, beginning on February 14th of last year, she’d used LINE or the unlisted number to call him up to harass him, to installing a GPS tracker on his scooter, he finally couldn’t take it, and pressed charges against her, the Simplified Courts of Keelung found the woman guilty of harassing and stalking, sent her to prison for twenty days.
On September 20th, 2023, a man, Yeh in Tainan, tailed a telecommunications female employee home, her mother watched her getting stalked, and got suspicious, the surveillance the family installed outside of their home showed that in two short months, Yeh had lurked outside a total of seventeen times, and “patted the seat of her scooter repeatedly”. The woman called the police, and the Yongkang Substation issued a written warning to Yeh on September 28th. Because of the woman pressing charges, the Tainan D.A.’s Office indicted Yeh on breaking the stalking harassment prevention laws.
But the Tainan District Court found, that the charges lacked the primary criteria of “related to sex or gender”, questioned about how she would feel afraid if she wasn’t aware she was getting stalked? Found Yeh not guilty. The District Attorneys appealed, the High Subsidiary Court of Tainan found that Yeh had targeted the female employee and her scooter, tailed her, and that the seating of the scooter is a structure that her buttocks sat on, that clearly his behavior is related to “sex”, and the woman felt fearful and reported, it’d shown that Yeh went against her will, continued harassing her, changed Yeh’s sentence to six months, which he can skip serving the time by paying the fines for; the Highest Court maintained the decisions of the second trial.

The basic actions of stalking and harassment is punishable with the prison sentence of under a yea, taken into custody, or paying the fines of $100,000N.T.s, the justice told, that even if it was an assault charge, the perps can pay their ways out of serving the time in prison, and because stalking someone “doesn’t requires any physical contact”, practically, “in most of these cases, the perps get off without serving any time in prison.”
So, this is the problem, if you don’t touch, assault physically, or molest someone, you don’t get charged with anything, after all we are all only, using our EYES, not our hands or words to assault that certain someone whom we want the attentions of, and this is a huge loophole in the “advanced-than-most-country” anti-stalking laws that this DDP had been so proud of setting up.
It doesn’t do ENOUGH to PROTECT these victims from getting harassed or stalked, because the punishments aren’t harsh enough, so how can the perps be deterred from keep on, harassing people? It can’t, and these sorts of harassment, stalking will keep on happening, NO matter how HARSH the laws are!
